Getting a warrant in a FISA court consists of one or more of the appointed judges sitting down, looking at the evidence and deciding whether to issue a warrant.

The thing people don't seem to realize about the FISA court is that it IS a rubber stamp. It's similar but even worse than a grand jury because the court will just tell them what to get for approval if it's not initially approve AND there is nothing but for "promises of fidelity" that what is provided for the court is true.
