THE BASIC EUGENIC TRUTH: Only the top percentile of genetic superiority should breed; deep down you know this is the only way to ensure that the species evolves to its biological apex. Which means that everyone else shouldn't have sex for the sake of procreation, and by extension shouldn't date for that purpose either. I'm intentionally not giving specifics of how superiority is defined, because the general concept holds true regardless of how you define superiority or inferiority. It also holds true regardless of what counts as the "top percentile".
Your difficulty in accepting the basic eugenic truth stems from cultural brainwashing about what society should value and how it should be organized. If we follow this basic eugenic truth, here are some basic changes society should make to adjust:
1) You are not a better person if you happen to be born with superior genetics; and are thus are entrusted with breeding rights, it's a job, just like plumber or electrician. If we collectively value people with families as superior, we incentivize genetically lesser people to breed just to try to capture moral status. It's just a job.
2) You should be free to breed, but choose not to. One of the major issues is "how do you enforce this without totalitarianism?". The answer is individual choice and social pressure. Only people with good genetics should breed, and if you have crappy genetics, you need to voluntarily opt out. We need to instill cultural shaming for any lesser people of lesser genetics who procreate.
3) No you don't exterminate or abort the lessers or force sterilize. There is no need for this if everyone just takes the eugenics pill, if we all wake up to the genetic reality of your breed direction. You must seperate eugenics from dictatorship in your mind, one is a scientific fact that can be voluntarily accepted, the other is a political system that is inherently violently imposed.
