You seem to be thinking submission is about activity, it isn't. It's more of a mindset where you let someone take complete control over you sexually. Lots of people have aggressive sex, much fewer have actually dominant sex. What's submissive is dependent on a person, but a lot of time it tends to involve things like needing to beg your dom for sex, or to cum, and stuff like spanking not just being used as an exciting activity, but for actual punishment.

If it isn't obvious from that description, activity and position has almost nothing to do with it. If the only reason a sub is on top is because the dom told her to get up there, it's still entirely submissive. maybe you just have weird, overly specific ideas of what it means to be submissive or dominant. Generally speaking one person is making the initiative and "taking the lead" but it doesn't mean you need to act a certain way or take those roles too seriously. and like the other user said, in a lot of relationships you can trade off and switch roles and keep it pretty much equal.
