There is no way a script can be run through your phone within a mobile browser to begin recording because your browser wouldn't have the ability to do that since it's ring fenced.
If it's the case that he had been recording it then saved it, some scripts can read from the memory of the phone, again, it's all very clear when someone is trying to backdoor into your phone.
This is very similar to the Black Mirror episode with the victim watching CP and being blackmailed. Cannot remember the episode but it's basically some Lulzsec tier stuff.
It's up to you if you want to pay the ransom, but there are a couple things you should consider

If you're an idiot and downloaded something while looking at porn (we've all been there), and they claim that they managed to get a remote connection, you would have noticed it. They would have had control of your mouse and would still have to access things in your view, unless they waited.
Again, don't panic, try to recall what you did, change your passwords and system restore if you're still bricking it.

If they actually had any video of you they would have sent it to you, it's the most logical means of convincing to pay.
As others have mentioned this is a scam which takes advantage of leaked account details from old websites, just last month I received 2 emails from 2 websites warning me they got hacked and some old shit accounts got leaked.

A good website stores your password as some random looking shit like hdh839u6vdg25343hd86dgb47886 and not your actual password text, so even if hackers get the database they won't know your real password. At some point you signed up at a shitty site that just stored your password as text. Then that site got hacked. If you're like the majority of people, you used the password on other sites as well.

This brainlet means that sites store password hashes, not actual text of your password. That's why they can't just tell you your password if you forget and you can only reset it. They don't know your password either. Shit sites store actual password.
