To answer your question OP, you just have to talk to them.

I know that sounds generic, because it is. Because that's just how it works.

I realized when I was talking to one of my little cousins at thanksgiving this year, that when a guy doesn't know how to approach women or talk to them, there is nothing you can say to them that will teach them how. I found myself giving him the same advice I was given, and t was good advice, but him at that time and me when I was given that same advice, were not emotionally mature enough to process it.

If you want to meet women, you have to put yourself out there, only 9 and 10 level guys really get hit on by girls, not saying it couldn't happen to you, but it's probably unlikely.

You need to build up your social interaction, volunteer, have a job if you don't already, interact with people your own age, face to face.

And when you feel ready, you can go to places where it's more socially appropriate to talk to women, clubs, bars, etc. But if that's not your speed, then go to chiller places, art museums, cafes, coffeehouses.

Then you can segway to conversation to new topics
