For example, the control rods were far too short. They used a dangerously large void coefficient (something NO OTHER REACTOR ANYWHERE does) - this causes the reactor to be unstable at low power levels. Ukranians were the ones to ask for help of European Companies. Soviet Union contained the disaster itself. The liquidators were given no more than 90 seconds of exposed radiation, and it was pure voluntary basis (in total, about 3500 volunteers showed up across the country).
