All native Martian nitrogen would be heavily controlled and relegated to farming.

Even if that wasn't the case, people wouldn't want guns for defense because communities would only allow people in that they accept. Every community can only be entered by airlock. Whether it's underground or domed. You're going to need to pass an airlock to get in. Which means that there is extreme control from the people inside on who gets to come in.
Crime happens when you have a lack of homogeneity, be it cultural, racial, or economic.
The only people in a community will be those that the community has explicitly allowed in.
