Question: I have an AR upper that was previously on a rifle, but I've since disassembled the whole thing. Can I use this upper receiver on a new lower to make an AR pistol legally?

Yup.

*if you dont like your doggos

can an M134 shoot one round at a time without the barrel spinning or does the barrel have to spin in order for it to shoot?

you can use any part of an ar rifle on an ar pistol except for 2 parts, the stock and the lower, and thats assuming its registered as a pistol lower

I believe the lower has to have been manufactured specifically for pistols or otherwise can't have been previously on the books (manufacturer/store records) as a rifle.

barrel needs to spin

Are there any good (cannot stress that enough) .357 autoloaders? DE made the L5, and it has ignited my lust for .357, but I don't want to be "that guy that has a Deagle", but a big, bulky pistol in .357 is very appealing atm. It's also 1750 USD, which is kind of a lot.

The only two that I know are still being produced are the Deagle and the Coonan. The Coonan is smaller and a little cheaper, but the Deagle is probably the better gun.

How big is the range of quality in charging handles?
I'm considering being a cheap-ass and getting one of those $30 raptor knockoffs. How big of a mistake would I be making?
