it can be lighter than 1.7 pounds, but the lighter the bolt, obviously the faster bolt is going to gobba go fast when fired.

Orion's hammer assumes in the calculations that 4m/s is a good velocity for the bolt to move back, which is quite likely a good starting point. I bet it could go a fair bit faster than that before there's a major threat of cases rupturing, but the thing will probably beat the shit out of itself if it doesn't have a long as way to recoil inside, or a soft buffer thing.
