NATO is helping a little bit, but it's helping rebuild an entire military, not just what's involved in Donbass. Russia is propping up the Russian nationalists precisely enough so that the conflict maintains it's status quo.
They don't care about the rest of Ukraine at all, they don't care about Donbass either. They are intentionally trying to create a frozen conflict like they have in other former Soviet countries like Moldova, Georgia, Azerbaijan, Armenia, etc. This has the effect of making them less attractive to Western political and economic organisations due to the inherent risk involved, and thus more dependent on Russia, who will deal with anyone willing to pay. Western countries don't really care, because there's a list of countries as long as their arm ready to step up to replace them, and Russia has no friends, so it has to use these underhanded tactics and just hope that Stockholm syndrome kicks in after a while.

many of these militias were regular army or at least had presence of regular russian army in them in the form of NCOs or experienced soldiers

Russian backed militia did not outperformed 404's army. In a first stage of war, when they did, they were not backed by Russia. Strelkov&Co acted on their own and Kremlin was caught in a situation when they had no control over movement of their own people pumped by their own propaganda. In that part of war 404 army was "professional", meaning underpaid, non-equipped and non-trained, because muh optimization and free market. Soviet trained volunteers showed that conscription system works. Some time after that, 404 returned to conscription, mobilized troops and brake Strelkov's face. And when 404 army was close to complete annihilation of rebellion, Russians came and saved their asses..
