not to be the fun cop or anything but its impossible to do one. its an a1(?) upper that the dust cover flips up and its a side charger with a forward assist and shell defector.

I think they're just referring to the sights, not actually trying to match an old 3D model. It just works better aesthetically with the carry handle. I've also never seen wood AR furniture at an M4 length like OP's, that's a little odd.

What's the best upper for a service rifle? I've never built or owned an AR but I would like to make one. It uses the M16 style receiver in game right?

It uses a side-charging A1 upper which doesn't exist. Going regular A1 with wooden furniture is probably the easiest and most practical way of doing things.

There are a couple companies out there that make them. Each has a different style, but all are pretty decent quality-wise. Just google around, you'll find all of them within 1 or 2 pages of results.
