That's not an issue exclusive to the U.S. Armed Forces - any large organization suffers from diminishing returns as it expands, so naturally there is demand for low-talent individuals to do the kind of work that would be inappropriate to delegate to service members that are talented enough to do important shit (like killing people, operating sophisticated equipment, and/or fixing that equipment).
Bloated bureaucracy has been an unfortunate reality of governance - and, by extension, military operation - since the late 19th Century. Any addition or improvement to combat capabilities requires an attendant logistical train that must be administrated by POGs. I imagine that the introduction of streamlined informational systems and AI will eventually kill many of these positions, but until that point the Armed Forces have little choice but to deal with personnel that have chosen military service for the simple fact that they can't do any better in the private sector.

To be fair, the fact that the US and other Western developed nation's armies contain so much useless flab is testament to just how overpowering their military might is; they don't need every member to be a super physically fit uberwarrior, because their firepower is based on far superior firepower.
In any case, if it ever came down to a proper dust up, the military always has the option of conscripting the right kind of men into its ranks. But those men don't naturally choose to join the rank and file military in peace time, as their efforts benefit the nation more elsewhere.
