There are some checks put in place that make it difficult to use the military as a police force. It can be done, but it needs to go through some red tape first. This is how it should be. We don't want to live in a state where they can just start dropping hellfires on thought criminals.

Yeah, but not often, and not with spectacularly bad results -- just property damage so far (in the US at least).
Police chase them, they get stuck or run out of fuel or get bored or what the fuck ever this faggot did; then they either shoot themselves, get shot by police, or just give up. Someday, somebody's gonna steal a tank with an actual plan, and/or access to ammunition, and it'll be a whole other story, but so far, they're actually been remarkably boring.
