Technically that is a Flamethrower and regardless of whether it can punch a hole in shit as strong as a 30mm cannon... its Legal to own because its not regulated.
Using a combination of fuel and electric charge you're igniting a gas and then launching it from the muzzle of a weapon (sprayer). What comes out the end of the muzzle is fire, it may be in the 5 or 6 digit range of degrees but its still fire.
As a coilgun or railgun designed to accelerate this from the barrel the projectile itself by physical motion would have much less than 100J of impact strength, so it wouldnt break the law in terms of maglev regulations either.
