Realistically the Spartans would lose. The thugs have superior technology. Even if their aim is bad, they can still go full Charlotte and devastate the Spartan formations with their vehicles.

First of all it depends on how the battle goes down. The thugs are being transported back in time. Even if they weren't confused they are presumably not even a coherent force. Who is to say they would even choose to fight. Also that being said is this going to be over at once? Even if Spartans have a great reputation they would be shit warriors to not know to retreat if people are getting mown down left and right by automatic fire. So if they can retreat to some walls or into a forest then the thugs will have to sit around in their cars (no roads so low riders are actually total shit and would be very hard to use properly) without food or water.
If the Spartans use attrition tactics and attack during the night or with arrows and spears they could actually jack up a decent portion of gangsters. If they get their hands on guns and figure them out it would be a huge advantage. IMO unless they are just meeting in a big open field like it's a video game the Spartans would outmaneuver the thugs over a week or so would kill or capture them all. Probably enslave them too lol.

A lot of dudes with low riders were often quite experienced with driving in formation too since that's how they used to do it at car shows. Uzis are actually decently accurate for SMGs too.
