He'd change basically nothing. The problem with fighting crime in the at last halfway civilised parts of the world isn't that the cops are outgunned, it's figuring out who and where the bad guys are. Robocop could be a useful assistant to SWAT teams (who manage without him IRL, and there's the army if they don't), but he does jack shit for the investigating part.
On the other hand, the technology necessary to create Robocop is way past anything we currently have in quite a few fields, so his existence could mean interesting things for science and engineering, depending on what kind of unobtanium thingamabobs exactly it took to make him.

If I remember right the only things left of Murphy in the original RoboCop is his brain, eyes, the skin of his face, a heart, and a few other things. He doesn't appear to eat and there was a deleted scene that was going to show he had a Terminator esque skull and the skin was just put on as a memorial of sorts.

The "face" is actually just a prosthetic stretched across his mechanical face to make him look more human (in universe) so that people would be less afraid of him. In reality, it was done for his comfort and for face/screen time in the movie.

This isn't a good environment for a man, no matter his ethnicity, a man needs ambition and drive, or he withers and becomes worthless, even anti-productive and dangerous.
It's not a good environment for a family either, for that matter. See how broken and dysfunctional black families so often are in the US? That happens when a man, and in extension his family, can't function normally.
A white man today with a healthy family and a good job, with a hobby he cares for, he's going to be miles ahead of another white man, living in an alley and begging for change to drink his bleak existence away.
