CCP/CWP/CHL reciprocity

What states offers the best reciprocity with other states. Oregon CHL is recognized in 22 other states, but Oregon only recognizes its own licenses.

If you have a WA resident and an Oregon non-resident permit, what's the best next one to get? I'm thinking Idaho enhanced non-resident, but that requires physically going to Idaho which is non-ideal.

Kansas CCW permits are recognized by something like 39 states. It's not quite Alaska tier, but it's pretty damn good. I don't know if it's open to non residents though.
