both France and UK operate SSBNs so that makes them automatically very good navies, but if you count just conventional forces i'd could be arued that the JSMDF is a better blue water navy than both (especially since it's now confirmed that the Izumos can take the F-35s). True enough, i kind of forgot that desu and both the UK and France can project their power more easily as they have more colonies/foreign bases + the frogs have a nuclear powered Aircraft Carrier which (if it doesn't encounter any problems) can project power anywhere in the world. Still, the JSMDF seems to have it's shit together, as their newer ships/submarines/ ASW planes are all top notch.

Coming from a fellow bong, don't expect the Type 45s to do jack shit in surface combat. Their primary tasking is air screening, some tacked on quad cells of Harpoons from the 70s aren't going to cut it, especially when we're talking the number disparity thats in effect here.
The real threat to 052Ds would be our sub fleet but again, theres only so much they can do. Our ASW has been cut again and again too, so expect Type 45s to get fucked by subs just as hard.
Our navy is small and spread thin as to be able to project across the world, but if shit really did hit the fan it would be a case of supporting the clappers, not attempting to do anything ourselves. We simply don't have the numbers to do anything more than squash third world dictators anymore. Certainly wouldn't be able to do anything meaningful ourselves in SEA.
