yes you can go 400 easy but you have no sights and no magazine with questionable parts.
a decent rearsight starts at $55(mbus) then say $10 for 1 pmag. the other thing people forget about the cost of shipping and sales tax.
realistically it ends up being roughly 500.

they're really a good value desu and i kind of want a vintage-looking AR but i can't own one where i live without it being neutered.
imagine that, a watered down version of a watered down version of an m16 is all i can have
buy blem parts, buy in volume, put the labor in yourself, don't diverge from milspec unless you have a good reason.
I built my pistol for 225$ but i use the bcg from my other gun it shoots great and is accurate.
I bought a PSA complete lower for $129 on sale, then a upper that came with a MBUS for $249 + $17 shipping. Tack on 20 for mags. So realistically $415 before transfer fee for me for a decent AR.

Crappier parts gets your worse reliability in the form of possibly out of spec parts and shitty finishes. Your problems will be inability to get the aprts to fit together at all, FTF, FTE, and bad accuracy
The only part you can really skimp out on and have safety issues is buying a shitty potmetal firing pin or maybe not having a handguard at all.
We need to make the shittest AR ever to answer this question.
Psa build kit and Anderson lower on a good day can run you around 450, quite possibly much less.
A cheap out of spec barrel and no name bcg with out of spec spacing can make time bomb
