What the fuck TOW and laser rangefinder has to do with Saudis operating tanks without adequate infantry support? It is the Arab way of armored warfare.
Normal infantry/light vehicle TOW launcher itself didn't have laser rangefinder until M41 ITAS upgrade, someone in squad operating had to carry separate laser rangefinder. I personally didn't fuck up much with TOW, as I was trained to Spike, but I was familiarized with it. Humping TOW around on foot sucks.

It is pretty likely that Houthis use Iranian copy of TOW a lot as well in addition to genuine launchers captured from various Arab forces in their coalition. Also, it is pretty irrelevant if their TOW launchers have laser rangefinders. It isn't rocket science to use separate rangefinder. Squad leader can tell the gunner if the target is within range. Measuring distance from defensive firing position notable landmarks in firing sector is usually standard procedure in firing position preparation. That way there isn't risk of laser warning receiver to detect anything prior to launch. TOW is generally too damn heavy to be lugged around on offensive.
