Where they all own outdated guns, sure - but the modern American military industrial complex that could and would supply all Americans with modern firearms did not exist before the late 1800's. The US only became a global superpower after the old ones had been thoroughly crumped in WW1, and after the Allies had all scrambled for American production to save their hides. This formed the basis of why they could try to attempt operation Overlord while at the same time throwing a massive amount of their economy towards the Manhattan project. WW2 USA is an unstoppable powerhouse that wins no matter what, and it exists mostly because of the position it enjoyed during WW1.

Would not happen without a massive US arms industry. The only likely cause for the machine gun not to be developed is a lack of smokeless powder, and that would have meant completely stagnant arms industry worldwide. The US arms industry would suffer similarly, which would mean US citizens would likely be stuck with second line single shot rifles. Even if the US was able to supply more during WW1, the conflict would have been extremely short and one-sided if the Brits got together with the Huns.
