I've seen quite a few small stationary, concrete raid shelters in abandoned military bases around Warsaw, this one isn't much smaller.
They are meant to be small add spread across the base so that soldiers are always close to one.
Two access ways in case one gets blocked by soil, plus one through the chimney (this one is obviously too small).

Chimney is 1m long, I'm positive it's designed to be covered with at least 50cm of soil.
Egg-shaped profiles are pretty resistant. To bad valve is only 60cm, makes it less practical for civilian usage.
