are helmets of any benefit in circumstances where you're not likely to encounter much shrapnel? for example in guerilla warfare between two sides in a civil war where there's few, if any tanks or aircraft involved and most fighting is done with rifles and maybe the occasional IED, would a helmet just slow you down, or would it be as necessary as something like a plate carrier (which only offers moderate protection from certain angles anyway)
and if they are useful instead of a hindrance, would steel be obsolete because of it's inability to protect against rifle rounds?

Helmets are all around good for you. Not even most of the modern helmets can stop rifle rounds effectively. That's not to say that people would not get lucky from time to time thanks to their personal gear protecting them from sudden death.
Steel is obsolete simply because of its weight, but a good condition steel pot is still better than nothing.
I have no idea how especially a modern ~1kg kevlar pot would "slow you down"; if anything, it's a huge morale boost, since your #1 body part is getting some constant protection.
this Helmets provide all-around good protection for your head, even if it's just falling debris and the occasional blunt impact. It's only 1 kilo, what have you got to lose?

That's ancient history mate. We got high-cut, low weight ballistic helmets for just that. Hell, you can even get full PASGT-style level IIIA helmets that weight less than 900 grams these days.

What you described has been some of the #1 purposes of military helmets since WW1. However, people do not make ballistic helmets just for bumping into shit. We got legit level III hi-cut helmets nowadays for a good reason: why compromise with comfort and protection, when you can have both ?

IEDs account for the 75% of all injuries sustained in battle, given how often people tell stories of them yanking a metal bits out of their helmet, i would think helmets are still a very important piece of gear
then theres the fact you can strap useful stuff to your helmet, like night vision or blast goggles a lot easier to use the existing mounts already on them instead of fiddling with your cloth hat

Said by someone that obviously has never had to wear a helmet for long periods. Being fit and good has nothing to do with it. It wears on everyone after slogging around for days with little sleep and food. That extra weight means little if you're not in a defensive position likely to be hit with arty or bombs. Plus being able to move easier is better suited for a small group needing to run and gun. Ever notice how units not expected to take heavy fire don't wear helmets? I agree with this user, that it's not necessary for everyone to use it. A small team who spents their entire time in the middle of woods, sabotagin enemy equipment behind their back doesn't really need protection from shrapnell. They also travel alot on foot or on skiis, so the less weight the better.

I would think that shrapnel and explosive devices would be more common in a modern civil war depending on where it takes place. Many countries don't have a widespread gun ownership so people are going to need to find alternative means to fight, things like throwing bricks and shit might also be a thing in "diverse" neighbourhoods judging from riot vids. It would be a waste of all the $$$ you spent on firearms, ammo, gear and so on just to have your head smacked by a rock or bottle.
So get a helmet and get used to it, be it a modern kevlar one or a larptastic steel pot.
There's a reason why helmets were used by literally every military worth a damn going back beyond prehistory.
Your head is basically a scaled up eggshell, with a bit of skin wrapped around it, housing a blob of tissue with a consistency close to Jello.
If that suffers any damage above a cosmetic scrape, you are going to be disoriented at best, instantly dead at worst. With fun options like knocked cold and, suffering lifelong brain damage in the middle.
