I'll go against the others and say cartels. Not only because it is a broad group of cartels which includes all of them working together against Isis. Some of these cartels are actual special forces that went rogue. I don't think Isis has a navy unlike the cartels. Not to mention their fleet of aircraft they actually use. Sure Isis has the religious motivation but they still need money to operate which the cartels have more of. Cartels could more easily get more members since they are hired guns. If you run out of extremists that's it. If you run out of hired guns you just buy more. Sure Isis could pull in bodies from SE as is and Africa but cartels could as well as well as the rest of the world.

I have to agree. Cartels, while ultimately a business, have actual logistics. Their main job is getting things from point a to point b as efficiently as possible. So wherever they need to be, their equipment will be as well. Not to mention they aren't idiots, and their leadership got to their positions largely because of merit. Also, while their focus isn't on combat, don't underestimate just how salty some of their sicarios are. The cartels often recruit people straight out of the military, so a lot of them are professionally trained.
