I assume you live in the US. It's determined by the states, not the feds, so there are some differences between states (particularly in terms of emissions, I don't think it's likely you could drive one in California for instance) but in general:

>must have signal lights complying with USDOT standards housed in approved covers; aftermarket systems for cars exist so this is probably doable
>must be licensed and have a lit license plate
>must have a windshield (I imagine the driver's viewing reflectors would qualify)
>must have windshield wipers
>must have mirrors (maybe mounted outside driver's hatch? not sure)
>must have a hood (I imagine the engine top armor would qualify)
>must have a real steering wheel. The lever and pedal mechanism most tanks use would not qualify in most jurisdictions
>must have brakes. Exact definition of how this works depends on state, but pretty much all tanks do not have "brakes" per se, using a differential system to halt the tracks
>must not kick debris toward following vehicles, so you need bigass mudflaps
>must have passive reflectors on sides and rear

Have a tank that has control equipment that meets the your local laws for road certified vehicles. I'm going to assume you are 56% white burger, you need a tank where controls are identical to regular cars, basically find a tank where track brake or clutch system operated with levers or pedals isn't used for steering and steering mechanism is operated solely on driving wheel.
Pic related isn't a tank, but it is a rare case of street legal tracked vehicle in US as it has steering operated only by steering wheel (via hydraulic ram between cars), turn signals, mirrors and most importantly the horn.
Control mechanism for almost all tracked vehicles makes 'em illegal for road use.

You can't, it's too wide to be street legal. You need something under 8ft 6 inches in width. And it needs to be wheeled (APC).
There’s even a specific tracked vehicle driving test, though this only applies to tanks with more than one seat. Single seater tracked vehicles can be driven on a standard driving licence. Tanks are easily insured as classic vehicles, and to be road legal they’ll just need lights, signals and a number plate.

Armored cars aren't tanks. Plenty of people own shit like daimlers, skdfz, and BDRMs. They're easier to make street legal for a number of reasons, most notably that they have tires, not treads. They're also cheaper.
It's a regular car at its core, though. Tracked vehicles are in another class altogether.

well, depends on where you live. first things to note, tracks needs to be rubber. it also needs front lights and back lights. then there's the weight, can bridges support them? can roads support them? then there's fuel, and then there's also visibility issue, which might make your tank illegal to drive due to lack of visibility as a driver.
