Big pair of boltcutters will usually cut rebar. Especially if you can get some sections of pipe to go over the handles for increased leverage.

You can get inside by getting up ontop of the wall grid thing in the back of the building, there's the ramp like structure that leads up there on the north side but in the last 10 years the city put a big door up that prevents you from getting up it, on the north west side there's a section you can climb up if your reasonably athletic, just watch where you park your car since it's in a pretty bad area and I've seen several people have there's broken into there.
