Since I can’t carry a handgun, what are some good self defense options for me to have on my person that aren’t too expensive?

I live in Portland, and have had to mace people three times (in 2 separate incidents) since I've lived here. This is what I carry, the Sabre 3-in-1 CS+OC spray. It's very effective, both times it turned the attacker away like shining a very bright spotlight on their eyes. You need to run away after, but it will absolutely stop tweakers in their tracks.

Make absolutely sure you get this kind or one with CS in it, OC itself is insufficient (OC is pain compliance, CS will release mucus into their eyes and blind them so you can get away).

The #1 priority is to NOT LET THEM GET WITHIN GRABBING DISTANCE. Contact weapons like tasers or batons are melee pain compliance weapons, not what you want when you're facing an opponent who is likely on pain-nulling substances.

Mainly I’m wondering if most tasers are memes.

They are contact weapons (at least the less expensive ones) and will not effect the body through thick clothing, and also will run out of battery if left alone without charging.

How long does a single can last?

Also, I’d imagine I’d also carry a knife as a last resort in case I need lethal force at contact distance

This is good advice. Just make sure you check the legality of CS (tear gas) in your state.

I replace them after each usage. They're only $7, so it's cheap insurance. In theory they're good for up to 15 half second sprays, but at that point it's barely a dribble.

Pepper spray is #1 on the Fuckyourshitup Express, unless the recipient is on PCP or some kind of dissociative drugs, it's got a pretty good track record. They sell a few different kinds; if you're worried about blowback -- it's not quite as good -- but they have it in gel form.

Stun guns like the one in your picture are basically useless, they just look scary. Real Taser brand is great, but obscenely expensive ($400+).. BUT, for under $20 you can get a real shooty make-you-convulse chinese Taser KNOCKOFF
