No, it's wildly popular among the people who qualify for it, it's wildly unpopular among a minority of fundies and most people aren't affected by it and just don't like changing shit. When that meant voting for it, they couldn't be bothered, when it means voting against (once they have a second to get used to it) then they can't be bothered.
