The PTR-91 is the better gun OP. I had both and I liked my PTR-91 better. It consistently shot 2 MOA while the 7.62x54r Vepr was 3 MOA at best. You also can get brass cased non corrosive Malaysian surplus .308 for 39 cents a round whereas the surplus 7.62x54r has dried up and you're stuck with 50 cents per round steel case shit.
7.62x54r Veprs have no good mags available (the steel CSSPEC mags only work with pre-2014 Veprs) and if a major part breaks you're fucked because it doesn't fit AK parts and Molot is sanctioned so you can't just buy them from Molot. Mine has feeding and occasionally the bolt would get stuck forward. Meanwhile I love my PTR-91.

All you have to do to run those mags with newer veprs is a couple millimeter bevel on the side of the bolt. There's an edge there that gets hung on the follower. There's more info about this on their store page.

It's not optimal but there's a guy on gunbroker who sendsells extractors and firing pins at least.
I really like my 54r 27” even if it's 10 lbs and super loud. The whole action is so god damn violent I love it.
