Once again, look at Iraq and Afghanistan. In those places, the government was free to use everything at their disposal and they still couldn't "win". Now overseas, the American population is dispassionate towards the people fighting coalition forces and the natives of the country. When police start kicking in American doors, killing fellow American citizens and accidentally killing children and the elderly and it gets plastered all over the news, I doubt the police will be particularly popular.

In Hungary people don't have the weapons to shoot back. The choice goes from "I can die alone resisting this tyrannical government since no one else will fight with me or I hurt these people this time, they'll stop, and I'll go home safely" to "I can die a hero to my people defying this government or I can die to my people as a traitor"

The police will be split about things just like everyone else. Generally speaking I believe they will side with the views of the population in their area, so NYC cops will go left and rural sheriffs will go right.
Also, shooting down some rioters and fighting a civil war are two very different scenarios.

Most likely if poeple protested the president here, as they did during the Bush days, you'd just get laughed at and maybe tear-gassed if they acted up. Look at the Occupy movement. I don't recall any fatalities from that, if there were it wasn't mass killing like you see almost anywhere else in the world.
