Good question. If you send something illegal for your target to receive, you or they might get in trouble. Last year we had someone under 21 receive a bottle of liquor and that got them in a little trouble - nothing serious but it still messed up their day.
We added a section to this year's form where participants can note things they can't receive, so this should help keep those situations under control. In general, please be smart about what you send, don't send 30 round mags to CA, etc. Definitely don't send firearms through the regular mail. Be smart and you'll be okay!

I'd say it's okay. If I was sending it I'd add a note explaining that it's handloaded, giving some info about it that might be useful. To my mind, receiving a package with some random handloaded stuff with no documentation might be a bit iffy, but if it's well documented and explained I'd be comfortable with receiving it.

We'll be holding the raffle for all participants who confirm to me that they've sent their gifts, i.e. by sending me a tracking number or something. Each person will have at least one entry, you can earn additional entries by doing stuff like shipping within two weeks, sending confirmation when you receive your gift, posting photos of your gift in the thread, etc.
We have three confirmed prizes right now and we're working on getting some more set up. The Big Boss crate is pretty much a wooden ammo crate that I build and send out every year, this year I'm making multiple and one will be a raffle prize. Pic related is last year's crate.
The other confirmed prizes are a handgun (more details in the future) and a European WW3 survival kit being constructed from Euro surplus. The gun will be sent to a US participant and the survival kit will go to a European participant. The BB crate can be shipped anywhere in the world!

You should sign up! Lowest tier is $5 to $19 and we also have a Jow Forumsristmas card tier that you can use to solely exchange cards and drawings.
We are absolutely accepting international participants and would love to have you join us. Swiss surplus would be an incredible gift. Also, if we are sending out Surplus, how should we grade the surplus. Ex: Swiss M-18/66 helmet with cover is $85 bucks in Canada, but might be lower in the US.

Re: putting the province in the state box, that's fine. All we're using that box for is for matching purposes, so it will help if we're able to match you to another Canadian.
The price tiers should be thought of as guidelines, so I wouldn't worry too much about trying to account for valuation differences. Don't worry about being a few dollars outside of the tier, although of course it's better to have the gift be slightly higher than the tier than slightly lower. Just do what feels right for your match.

Online-only gifts, like steam keys or virtual products or stuff like that? The form has a general instructions field and a second field where you can specify things you don't want to receive / are illegal to receive, so if you put some notes in there that should help your match understand the situation.

How specific is the matching? Say I have $100 worth of AK furniture (which I do), so in the $100 bracket. If a straight person of the same bracket got that as their package, they'd be pretty disappointed I'd imagine, no use for it.

This event gets advertised on reddit and facebook and shit (thanks, Creep, you fucking dumbass), so a lot of people that have no idea of the board culture join up. They may not intentionally screw over kommandos, but they sure as fuck don't give a shit if they do. Odds of getting outright grinched aren't particularly high, but you stand a very strong chance of getting matched with someone who's going to dump garbage on you because Creep wanted to expand outside of Jow Forums.
