The only way I see this happening is in small towns or villages who don't or couldn't have access to enough resources for electricity and steelmaking capabilities to manufacture guns or bullets

It would be a pretty neat world, you'd have room for everything from wooden pikes, to repeating crossbows, to matchlocks, to prewar revolvers and shotguns that have been hastily converted to black powder, to sten guns and homemade Mac 10s, depending on how much infrastructure survives in a specific area
