It's the more cost-effective option in the short run. You'd be stupid not to do it if you are behind in certain aspects of technology. Ideally, the goal would be to gain parity and then, with the knowledge gained, develop your indigenous capabilities. If China just continues to copy, however, they will always be a few steps behind.

Sure, there's some of that going on but I doubt that's the reason. The Soviet Union put great emphasis on indigenous technology and developing its science and engineering capabilities, and that doesn't happen when you don't reward people (or punish them in the case of Stalin but that was not the case afterwards). An engineer who excels in his field will be rewarded handsomely because the state has every interest in promoting that work and making sure they don't fly the coop.
