It's literally not gacha, though. You don't directly dump money into RNG to get characters, and you can absolutely play f2p more sensibly and functionally than, say, FGO.
It's basically Kantai Collection but they replaced the botes with guns and the RNG with gameplay. (Like, not *amazing* gameplay, unless you like to micro for frame-perfect kiting, but more than "literally no gameplay at all".)

Gacha is the direct exchange of money for a chance at the RNG to pull a character. GFL doesn't have you spending gems for gacha pulls, therefore it isn't gacha. Just because a game has randomness in crafting doesn't mean it's gacha.

More specifically, GFL *does* have a gacha system, but it's not the character or equipment crafting systems; it's the furniture/costumes/other cosmetics acquisition system. Like, it's a direct ripoff of most standard gacha systems (x tickets for 1 pull, or 10x tickets for 10+1 pulls is analogous to e.g. GBF's 1p/10p system; furniture set bonuses are analogous to other gacha set completion bonuses; black tickets are basically a combination of GBF sparking and GBF sierotickets).
