A European army would be a clusterfuck. it would essentially be like the UN where countries contribute forces on rotation to approved missions.
The alternative would involve giving the EU government military powers which would be awful due to their lack of accountability or transparency.
NATO already serves the goals of a European army without the need to restrict it to EU members.

However, I think they'd actually end up with a USA-style posse commitus situation where the defence force is prohibited from acting outside formal warfare with an external enemy. They'd have a hard time getting it through the EU parliament otherwise since half of them still don't trust any of the others.
