Completely unprepared for war. They have literally zero experience (no wars since 79), zero institutional knowledge(most of their war games are still scripted, and zero use of any new tactics on the battlefield), and zero espirit de corps (last time they ran a war simulation they had to bring in strippers and counselors and canceled the exercise after the second day despite it being planned to be two weeks long.). Their kit looks nice, no one knows how good it is, not even the Chinese.

The next war they take will be extremely bloody for them initially as they try to figure out how to use the military properly.

It's a small thing but I think it's indicative of their mindset on the whole that they dropped their actually pretty fantastic Type 81 for the QBZ. It looks more futuristic, but we know they're actually worse to use than Type 81s, and they were initially rushed into production with all kinds of problems in order to be available for the handover of Hong Kong. It's appearances over substance.
