firstly it should be mentioned that after Operation Archery (a British commando raid on the Norwegian island of Vågsoy off the southwest coast of Norway, Hitler was almost certain of an Allied/British invasion of northern Norway to put pressure on Sweden to stop its exports of steel vital for Germany's weapons production, and on Finland to make peace with the Soviets and end their alliance with Nazi Germany. with this all in mind, Hitler had about 30,000 troops diverted to Norway and had more defensive structures built along Norway's coast and interior. all this important infrastructure and manpower could be thought of easily as less men that the allies would have to fight on European soil, and fewer bunkers that the British and American forces would have to clear out during an amphibious invasion of mainland Europe.

second they already had a very strong and feisty resistance group organized in Norway. most importantly the Norwegian Resistance under the command of Joachim Ronneberg destroyed a German heavy water plant that essentially bumfucked the German attempts to make a nuke.
