Start with a car that has a V8, skeletonize the chassis to just the frame, engine, drivetrain, tires+axels and rest of the underbody.
Weld new hard points and new armor plates cut in house to fit the car, fuck around with design a little. Make kill holes that open outwards and can be closed from the inside,and then add machine gun mounts wherever you desire. For style points build a Kfz. 222 clone, this one was built off a land rover.

Alright, you need congregated plates welding rig and a bit of imagination. you would need a 1919 MG a diesel fuel engine. make a larger fighting compartment. make an FT-17 turret with an electrical assisted rotation. you need to heavly armor your engine compartment and have a trench crossing tail on the back to even the weight. lastly you need vision ports and escape hatches, vision ports on the coupila with a small commander hatch and an emergency hatch facing rear. slope it if you want but use smooth steel for sloped armor

I'd want the vehicle version of a Q-ship. Nothing that could be noticed as threatening or suspicious on the outside. Something you would not look twice at in traffic or give the MPs at a roadblock a hardon.
Beside the obvious strengthening of the engine, maybe nitro injection, I'd want some armor for the side door and some t-bars and armor for the front of the radiator, a couple of crates of spanish knights and some oil spill bottles with a quick release in the back. I am more interested in getting out of trouble than into it. I wouldn't want any actual guns except an smg or ar built into the car side pointing backwards with a remote trigger. Not expecting to actually hitting anything but there's nothing like a burst of bullets to tell a pursuer it is time to piss off.

Ye olde technical is a proven design.
If you have ATGMs, add power supplies for them so you can save the very expensive batteries. Also all the comms gear.
