Its not a parade, its functional. It is used as a training exercise for the brass to either learn/remember/practice how to work with specific foreign nation militaries. It helps them all learn/remember/practice how to work the coms between them and their capabilities and establish a pecking order ect.
If it was non-functional then sure, parade, but its not. Exercise is a fair name for it.
