FBI flies cessnas registered to shell companies at the same handful of PO boxes and local PDs fly their usual stuff in order to MITM cell phones within a several mile radius using IMSI catchers

Literally buy them from China or build them yourself. You can pick up a transmit receive SDR with a range from like 50 MHz to 4 GHz for like $350 these days and from there it's just a matter of writing the software to do jamming recon etc and slapping it together.
It's not for the layman but you could do it with a decent knowledge of Python and books you can find on the internet. Sophisticated electronic attack like the stuff you find on fighter jets is probably going to take a level of skill most on even Jow Forums don't have (University graduates too) but simple stuff like strapping an SDR to a huge 1 kW transmission rig in the back of your car and broadcasting the Soviet national anthem will take 3 months and perhaps $5,000 max.

They are much reduced without the capability to communicate with others but they can still mark with flares and engage with rifles.

That's not how EW works, real life isn't a movie.
That's why you would, hypothetically, use it a distance away from where you intend to be, and activate it remotely.

No, that's mostly what EW tries to do. Granted, it doesn't always work but any wireless connection is vulnerable to jamming. All you need is the right frequency, a loud enough transmitter, and a way of programming it in.
Most police helicopters are little more than commercial helicopters with a bunch of surveillance gear strapped on. Plus police helicopters usually work out of heliports that are either public in nature or near publicly accessible areas, so hitting them on the ground is pretty viable.
Jamming is literally just shouting louder than what you’re trying to jam. If you’re outputting enough power, you could jam the entire fucking RF spectrum and none of those things would work.
Basically this although jamming all frequencies is ambitious.

Helicopter communicates by radio, you can jam the radio and they'll have to talk on their cell phones instead, which will reduce their usefulness. Some have the capability to use cell networks to transmit video to other officers or otherwise interact with their computer systems. This may include encrypted voice over things other than normal radio bands. If they have time they can work out a way to signal with light guns and direct patrol units using a spotlight. In order to completely cut off communications you're going to need to jam the entire VHF spectrum, and that's going to piss off every aircraft within 30 miles and result in the military showing up pretty quick.
