Because artillery kids can't handle a full-size gun, but still need a defensive weapon. They made a scaled-down version in .22 that fits loli hands perfectly. They also added a tangent sight to compensate for .22's trajectory (lower velocity in pistol length barrels).

Finn Lugers were made by commercial factories in the interwar period and are annotated with the standard Finn armory marking of SA. Additionally they usually have grips missing a brass plate that was an armory number assigned to them and they are NFA exempt.

Yes he did. It wasn't very good though. Toggles are beautiful but tokenly bad for rifles.
