You're thinking too much of army vs army and both sides having coherent goals. A pure attack on the 2A, or any of them wouldn't result in honest to God militia forming. Not at first. It would just be a bunch of very pissed off, heavily armed people taking to the streets. People would stop reporting to work out of fear of their life during their commute, or because they want to participate in the rioting. Work being slowed to a crawl means shortages Nationwide. Cops and others would barely be willing to respond to local calls let alone ones where the government is demanding they go door to door to take your guns.
