The ATF would love to stop PSA. PSA even straight up said their mission statement is to flood the country with so many ARs that it's impossible to get gun laws around them.
They have to cover their ass. Do you really think they care if you modify your gun? Fuck no. I bet everyone there wants you to make that shit full fun. They just can't say that. Lawyers and lawmakers are sneaky snakes, if a dozen dumbasses get caught modifying a PSA item in such a way that makes it illegal they will absolutely try to take down PSA as a whole.
PSA is kind of on wobbly ground. They have to cover their ass but they want you to do what you want to do. That's why it's printed on a strip of paper that you'll throw out when unpacking the box rather than stamping it directly on the receiver. Now when some dumbass drills a hole wrong and some noguns lawyer shows up on their doorstep, they can just go 'No, look. We put this in the box. We also provide resources to make sure people don't fuck this up. This isn't our fault.' then they go back inside and start cranking out more dirt cheap guns.
