Bottom line? Nobody really knows. There is only speculation and armchair analysis.

They have not been in a serious conflict since the 70's, and all of their new stuff has been built & put into service very quickly, over the last twenty years. That is lightspeed for a 1st World military. They are very good at copying, and have a well-developed industrial base but they are missing crucial things like good-quality jet aircraft engines and have little practical experience with all the modern systems they have put into service. They are doing things very methodically to correct their problems, but they have lots of issues, especially in the Navy. Logic suggests some things will work well, or better than anyone expects, some will be disasters or not have utility, and most will be somewhere in between.

When people are ahead of you, you copy. You can catch up faster than your competitor can advance, because the R&D is done for you. Then when you are on equal footing, you innovate as a peer. Every rising power has done this.

As shitty as low effort chinese copies are, everyone copies before innovating. Some chinkshit is actually ok though.
