The last time we even thought about doing something like that was pic related 40 goddamn years ago with nothing ever being built. There have been lots of improvements in materials so it's a more viable a concept in 2019. I know the Russians aren't crazy so I doubt they'll develop it as a first strike platform and risk disrupting MAD but couldn't even a handful of these fuck up our carrier defense screens?
They already have faster missiles for hitting carriers. This is meant to wipe out city centers.

Russia has had full MAD capacity since your parents were born. With just what they have they can make the entire west collapse into radioactive rubble filled with nothing but corpses and those unfortunate enough to have survived the initial strike. And this even if NATO pulls off an all out attack first. Some new weapons like this isn't going to make shit any worse for you in the event of all out thermonuclear heck, at most (and IF development is successful, a rather laconic "if" that one) it could allow them to keep MAD capacity at a somewhat lower maintenance cost.
And in return they will themselves get eradicated by the MAD retaliation if they start nuking, and that too is even if they get the drop on NATO.
We don't have treaties allowing us to know what they have, so it's hard to tell. The USSR used to fall behind on missile production starting from the blueprint phase by 2-4 years. Russia now is coming out with platforms and missiles a year or two in advance. Communism gimped Russia, but not anymore. It's amazing. You managed to make a post that was wrong in every conceivable way.

No. Russia is only developing new weapons to keep us from acting like assholes all over the world. They only make a few weapons and have no interest in a buildup.
The S-400/500 is one of their trump cards. They know America only really has air power, so sell S-400s to countries who could be threatened by the USA and all of a sudden our power is a paper tiger. Russia's eventual goal is to sell missile defense to as many nations as possible, so they no longer have to knuckle under to the USA. Russia isn't interested in global domination. Just announcing a weapon makes the warmongers in the USA freak out and demand we blow even more cash on our bloated military budget.
