So, I highly doubt at that point private ownership of small arms will be a thing, and that’s not necessarily a bad thing considering poverty is declining rapidly, along with violent crime as a whole. Given the exponential growth of information technology you’re definitely going to see drastically more effect “less lethal” or threat neutralizing devices slowly fill the role, that something like a Glock or M&P would. If there exists a device that’s cheaper than a firearm, guaranteed to incapacitate an attacker EVERY time, and doesn’t kill as side effect of its use to incapacitate, there’s no real rational argument for insisting lethal force be the only real solution to self defense, or stoping a would be attacker. At that point in time your “SHALL” crowd is pretty fucked. Society as a whole is subject to change and isn’t going to radically restructure itself because a now 55 year old millennial insists it to be so.

I'd imagine it would entirely depend on where you live. The fed will probably no longer exist and the East and West coast will have split off into City-States or large blocs. Most other states will either band together and form micro-nations or retain their borders if the state has a high enough GDP to be self-sustaining.
