No it isn't. Russia has very restrictive gun laws. You need to have a license, which isn't easy to get. Handguns are banned. You can't own a rifle unless you've owned a shotgun for five years. Can't have a rifle or a shotgun with a barrel less than 20 inches. Can't own more than 5 rifles and 5 shotguns.

Talking about footwraps, those aren't really that bad. Has some advantages over socks, like being easier to dry, easy as fuck to replace (you just need a rectangle of cloth for each foot) and comfortable if put on properly.
The thing is, they had to train recruits on how to properly put footwraps on, which they deemed a waste of resources. If put on improperly, footwraps can be painful, cause blisters, etc.
They also smelled like shit if worn for too long. Veterans often joked about them being chemical weapons.

Most eastern European armies used those, and many other armies did too. Russia and Ukraine were just the last to get rid of them, probably because of nostalgia.
