If you're talking about the the Clancy books, the time line gets a bit complicated, but the short answer is that Clear and Present Danger probably takes place in 1996. The events of that book take place during the unnamed US president's reelection campaign, and the following book (Sum of All Fears) establishes that Nixon, Carter, Reagan, and Bush were presidents who preceded the CaPD president. On the other side, it can't be later than 2000, because (after 2 other presidents who don't serve full terms) Jack Ryan is president during the events of Rainbow Six, which has the Sydney Olympics as a major plot point. For CaPD to have taken place in pre-1986, you'd have to assume a lot of unmentioned events differing from our universe taking place. For example, Bush succeeding Reagan who died in his attempted assassination, but Bush then resigning and allowing the unnamed president to assume the presidency, all in time for the '84 election. However, if Reagan had actually been assassinated, that would probably have been a big influence on what went into the FOPA, Brady Bill, and AWB.
