As for a serious reply, if I were to guess the targeting pods likely require even smaller electronics so they can be more streamlined with the aircraft, which is something the Russians aren't very good at. I agree that their optronics for their helicopters appear to be fine, though.

Now that Russia isn't quite so poorly off, they could make a large shift to high-tech manufacturing, but they lack the very expensive and specialized industrial base for top end chip manufacturing.
I might be wrong, but my Malaysian Air Force bought the Su-30 MKM but as is our wont, we blinged it up with Western systems, including the Thales Damocles LDP. The Russians saw it worked well and adopted the same practice.

It was part of the plan for the F-35 in the very beginning. It was always intended to be widely exported, so the USAF set up a program to let other countries buy in early, with manufacturing rights serving as an incentive to discourage them from backing out. The US could theoretically manufacture all the F-35s at home, but outsourced production of some parts to foreign partners for political and financial reasons.

Everything from the engines to the missile warning system on the F-22 was domestically produced. U.S. can still produce its own planes, with the F-35 its political, Stay mad, Vatnik.

The Su-57 is a standoff strike craft. It launches its payload from a very long range. It does not have to get near enough to warrant using an internal targeting equipment. If it needs to do so then it uses a targeting pod, or just send in the Bears.

Targeting pods are an external element that hurts stealth. This is why the F-22 and F-35 have all of their sensors built internally. The Su-57 requiring the use of one out of the factory is a bit baffling since it’s also advertised as a stealth fighter.
The only reason the USAF widely uses targeting pods is because the majority of their planes were built before the sensors were developed. As result, existing airframes don’t have the internal space to accommodate them.

Majority of politicians are too old and dumb to understand. They don't realize that being able to produce advanced semiconductors is a required technology for the military these days. It's entirely possible for relatively small countries to make their own, 10 or 20 billion for advanced fabs isn't that difficult for most nations to come up with. I think even Israel makes it's own IR image sensors for their latest python versions. Russia and China just chose not to invest in these things. They're somewhat aware now but have to catch up on stuff they should have done 20 years ago.

I have always wanted to see one of the newer flankers with western engines and avionics. As far as I can tell it would drastically outperform the other 4th gen stuff countries still buy. The only thing that could compete is the new F15s, even then with the sukhois vectoring and more space for avionics might give it an edge.

It took like 4 years for the west to develop a replacement for the RD-180 when they needed to develop a replacement. It isn't like the RD-180 is some miracle of engineering, there just wasn't a need to develop a competitor because it was already dirt cheap.
