It's mostly the desire to protect their possessions, their home, and their family/friends who also refuse to evacuate. Also, giving up everything you own and traveling on roads that are clogged with refugees has its own set of dangers, like being unable to find food and shelter, being robbed/raped/murdered, etc.

Civilians vastly outnumber soldiers no matter where you are and what the situation is, just because there are billions of people on Earth and only a tiny amount of those are soldiers. Also, civilians do not have the training and supplies necessary to survive in a warzone.

this is one of the main issues. I was in iraq during the surge and nobody got an accurate BDA unless you were within arms reach of a dude that got blasted. Anybody taken out at a distance was gone by the time anyone got there. they drag the bodies off then record them next to a school or mosque for propaganda videos claiming we were attacking iraqi infrastructure.

Honestly, it seems like an easy PR move for any insurgency or guerilla fighter. You're already barely distinguishable from the general populace, all you need to do is take away the guns and ammo on the dead, take a few photos and you can say whatever you want about them.

Which is why the winning side always takes control of the battlefield. To claim the weapons and other goodies before your enemy does.
